There are approved the Rules of drawing up, issue, registration, suspension of validity and cancellation of permits on catch of water biological resources, as well as making amendments to them
The Rules determine fishery kinds, at making of which
there is necessary the permit certifying the right on
extraction of water biological resources from their habitat,
establish categories of users, to which issue of permits
shall be provided by the Federal Fishery Agency or by the Agency's
territorial bodies. Issue of permits shall be provided on the
basis of applications.
In accordance with
the Rules, the permit shall be issued in respect of every
making fishery vessel. Blanks of permits are documents of strict
reporting, and have registration series and number. Originals
and copies of permits should be at every vessel and person making
catch of water biological resources without vessels.
There is approved the temporary rate of import customs duty in respect of ceramic headers for manufacture of catalysts
The Decree of the RF Government N 768 of October 22, 2008
(document is in Russian) approves the rate of import customs
duty in respect of ceramic headers for manufacture of catalysts
applying in transport vehicles for neutralizing of harmful depleted
materials in exhausted gases (code of the TN VED of Russia
6909 19 000 1) in the size equal to zero for 9 months. Earlier
for aforesaid good the rate was effect in the size of 5 percent
of customs cost.
The Decree shall put into effect upon expiration of one
month after the day of its official publication.
Goods intended for sport contests, demonstration sport or trainings are exempted from payment of customs collections for customs clearance of temporary imported and exported goods
The Decree of the RF Government N 767 of October 22, 2008
(document is in Russian) establishes that customs collections
for customs clearance shall not be paid at re-export of temporary
imported goods and re-import if temporary exported goods intended
for sport contests, demonstration sport or trainings, if in
respect of such goods at their placing under the customs regimes
of temporary import and temporary export, the full conditional
exemption from payment customs duties, taxes was granted.
There is approved the model form of the agreement on granting of execution of obligations by foreign investor or a group of persons at making foreign investments to economic societies having strategic importance
The Order of the Federal Antimonopoly Service N 357 of September
17, 2008 (document is in Russian) approves
the model form of the agreement on granting of execution of
obligations by foreign investor or a group of persons at making
foreign investments to economic societies having strategic importance
. Conclusion of such agreement is provided during not more than
20 days since the day of notification of authorized body by
the Governmental commission on control over foreign investments
in the Russian Federation about aforesaid obligations, and this
conclusion should be previous to adoption of the decision on
preliminary coordination of a deal or on coordination of the
control setting. The model form of such agreement with specification
of the list of its essential conditions shall be established
by authorized body. Agreement assigned by authorized body and
an applicant or notification about refusal of an applicant to
assume in full or partially aforesaid obligations shall be directed
by authorized body to the Governmental commission on control
over foreign investments in the Russian Federation.
There is established that
if a bill (credit) is not referred to I quality category, than
the Bank of Russia requirements to book-entry accounting shall
not be applied to credit institutions meeting requirements established
by the Board of Directors of the Bank of Russia up to December
31, 2008.
So, the amendments are made to
the annexes 1,
3,
4 and there putted the annex 8 "Guarantee Letter"
.
The Direction shall put into effect since the day of its
official publication in the "News Bulletin of the Bank
of Russia".
