There is approved the Statute about licensing of foreign trade operations with goods, information, works, services, results of intellectual activity (rights on them) in respect of which export control is established
The Decree of the RF Government N 691 of September 15, 2008
(document is in Russian), putting into effect upon one month
from the day of its official publication, approves the Statute
establishing the rules of issue of the licenses on making foreign
trade operations with goods, information, works, services, results
of intellectual activity (rights on them), which may be used
at production of mass destruction weapons, means of its delivery,
other kinds of armament of military equipment or at preparation
and (or) commitment of acts of terrorism and in respect of which
export control is established pursuant to lists of controlled
goods and technologies approved by edicts of the RF President.
Licenses on making foreign trade operations with production
being under control are issued by the Federal Service on Technical
and Export control under applications of Russian participants
of foreign trade activity in
the form given in the annex to the Decree N 691.
There
is established that licenses issued before enforcements of this
Decree shall be valid until finishing of their period of validity.
There are approved the rates of season duties for raw cane sugar and certain kinds of sugar
The Decree of the RF Government N 695 of September 16, 2008
(document is in Russian) approves
the rates of season duties for raw cane sugar and sugar
with flavor or coloring additives imported to the Russian Federation
territory from December 1 till December 31, 2008 and from January
1, till May 31, 2009. There is established that effect of approved
rates shall be suspended earlier than established term in the
case of joining of the Russian Federation to the World Trade
Organization (since the day of enforcement of international
agreement about joining of the Russian Federation to the World
Trade Organization).
There is approved the Statute on making decision about termination of the right of use with plot of bowels of earth of federal importance for investigation and extraction of mineral resources
The Statute, approved by
the Decree of the RF Government N 697 of September 16, 2008
(document is in Russian), establishes the procedure for making
decision about termination of the right of use with plot of
bowels of earth of federal importance for investigation and
extraction of mineral resources on it in the case of making
geological investigation of bowels of the earth on the
combined license (the license on the right of use with plot
of bowels of earth for geological investigation, prospecting
and extraction of mineral resources) by a user of bowels of
the earth being legal entity with participation of foreign investors
or by a foreign investor at arising a treat to defense of the
country and safety of the state.
