In general, the order
of conducting customs operations when importing goods into the
customs union and exporting from that territory generally corresponds
to the order that is currently implemented in Russia.
The main difference is that foreign goods imported
into any of the states - members of the Customs Union and placed
under the customs procedure of release for domestic consumption
that gives them the status of “goods of the customs union”,
are entitled to circulate freely in the territory of the whole
Customs Union.
The same conditions for free circulation on
the territory of the Customs Union starting from July,1, 2010
are applied to the goods produced in the Russian Federation,
Belarus, Kazakhstan, that are recognized as domestic in these
countries on the abovementioned date.
The exception are the
goods, specified in the Protocol on temporary exemptions from
the regime of functioning of a unified customs territory of
the customs union.
