The Ministry of Justice registered the Order of the Ministry of Transport of Russian Federation that establishes a form of electronic multipurpose document
Receipt of electronic multi-purpose
document is a registered document and is used by organizations
and individual entrepreneurs for cash payments and (or) settlements
by means of credit cards without the use of cash machines.
Additional measures of state support of small and medium entrepreneurship are introduced in 2010
By
Decree N 460 dated 21 June 2010 the Government of Russian Federation
(document is in Russian) enacted to send 5 billion rubles
of budgetary provisions of the federal budget to provide the
budgets of 2010 of the entities of Russian Federation with grants
to support small and medium businesses. This is done in order
to:
a) promote small and
medium enterprises engaged in innovative activities;
b) support the municipal development programs for small
and medium-sized businesses in monosectoral municipalities that
are included in the lists of municipalities with a high degree
of crisis manifestation in the socio-economic sphere and (or)
if they are in the zone of high risk;
с)
promote small and medium enterprises operating in the territories
of the Russian Federation, that are included into the North
Caucasus federal district.

the Budget message on budget policy in 2011-2013, issued on
June 29, 2010 (document is in Russian), President
of Russia has summed up results of fiscal policy in 2009 and
beginning of 2010, mentioning that by means of consecutive anti-crisis
actions of the State we managed to maintain social stability,
to ease the social consequences of the crisis, to promote real
growth of state support for vulnerable categories of citizens
even in the difficult economic conditions, to stabilize the
unemployment rate.
The main objective of the
fiscal policy is defined as the comprehensive modernization
of the economy, creation of conditions for improving its efficiency
and competitiveness, long-term steady development, improvement
of the investment climate and achievement of real results.
Among the main tasks of fiscal policy the following
are mentioned: provision of macroeconomic stability, coordination
of long-term strategic and budget planning, ensuring that budget
system must focus on real results. The other tasks include development
and implementation of tools to support innovation and improvement
of the human capital quality.
The priorities
of budget expenditures include: effectiveness of social protection,
raising funds for budget workers salaries and allowance for
military, development of education, medical and social services,
ensuring the country's defense ability, reform of institutions
of internal affairs, development of transport infrastructure,
optimizing the size and form of economic support.
The directions of tax policy and policy in intergovernmental
relations were also outlined.
