The amendment is made to article 25_11 of the Federal Act "On the procedure for exit from the Russian Federation and entrance to the Russian Federation"
In accordance with the amendment,
article 25_11 is added with the norm pursuant to which the
Government of the Russian Federation shall determine the list
of ports among general number of sea and river ports of the
Russian Federation opened for international passengers communication,
where entrance of foreign citizens is permitted to the Russian
Federation, who have arrived to the Russian Federation in the
purposes of tourism on ferries having permits to passengers
carriers. The aforesaid foreign citizens may by at the Russian
Federation territory during 72 hours without visas in order
determined by the Government of the Russian Federation.
The Federal Act shall putt into effect upon expiration of
ninety days after the day of its official publication.
The Act specifies persons being subjects for the state genomic
registration: citizens of the Russian Federation, as well as
foreign citizens and persons without citizenship living or temporary
residing at the RF territory. Besides, there is established
that the genomic registration shall be provided as in
voluntary, so obligatory order, and categories of persons are
specified, in respect of which obligatory genomic registration
shall be made.
So,
the Act establishes the procedure for voluntary and obligatory
genomic registration, specifies the institutions to which competence
the aforesaid activity kind is referred, the basic requirements
are approved to receiving, recording, storage, use, transfer
and destruction of biological material and processing of genomic
information.
