NEWS OF THE FEDERAL LEGISLATION

There are increased the rates on the Bank of Russia operations

Form December 1, 2008, within the frameworks of measures directing to decrease level of capital outflow from Russia and control of inflatory biases, the Board of Directors of the Bank of Russia has made the decision about increasing of interest rates on operations carrying out by the Bank of Russia.

The Direction of the Bank of Russia N 2136-U of November 28, 2008 (document is in Russian) establishes the rates on loan credits of the Bank of Russia granting in accordance with the Statute of the Bank of Russia N 236-P "On the Procedure for Granting Credits Secured by Mortgage (Block) by the Bank of Russia to Credit Institutions" of August 4, 2003 (document is in Russian), for the period of 1 and 7 calendar days in the size of - 10 per cent per annum, for the period of 30 calendar days - 10,25 per cent per annum.

The Direction of the Bank of Russia N 2137-U of November 28, 2008 (document is in Russian) establishes the fixed interest rates on deposit operations of the Bank of Russia carrying out in accordance with the Statute of the Bank of Russia N 203-P "On the Procedure of Performance by the RF Central Bank of Deposit Operations with Credit Institutions in Currency of the Russian Federation" of November 5, 2002 (document is in Russian) on " tom-next", "spot-next", "at call" terms in the size of 6,75 per cent per annum and on "one week" , "spot-week" terms - 7,25 per cent per annum.

The Direction of the Bank of Russia N 2138-U of November 28, 2008 (document is in Russian) establishes the interest rate on the Bank of Russia overnight credit in the size of 13 per cent per annum.

The Direction of the Bank of Russia N 2139-U of November 28, 2008 (document is in Russian) establishes the interest rates on credits secured with assets granting in accordance with the Statute of the Bank of Russia N 312-P "On the procedure for submission of credits secured with assets to credit institutions by the Bank of Russia" of November 12, 2007 (document is in Russian) for the period up to 90 calendar days in the size of 11 percent per annum, and for the period from 91 up to 180 calendar days - 12 percent per annum.

The Directions are published officially in the "News Bulletin of the Bank of Russia" N 69 of November 28, 2008 and are putted into effect from their promulgation.

There are increased the rates on the Bank of Russia credits secured with bills, rights of demand or guarantees of credit institutions

The Direction of the Bank of Russia N 2140-U of November 28, 2008 (document is in Russian) makes amendments to the Direction of the Bank of Russia N 1601-U of August 5, 2005 (document is in Russian) which established the terms for granting of credits pursuant to the Statute of the Bank of Russia N 273-P "On the procedure for granting credits secured by pledge of bills, rights of claim under credit contracts of organizations or guarantees of credit institutions to credit institutions" of July 14, 2005 (document is in Russian).

In accordance with amendments, the interest rates on credits are increased and they are:
 
- 11 percent per annum - for the period up to 90 calendar days;

- 12 percent per annum - for the period from 91 up to 180 calendar days.

The Direction is published officially in the "News Bulletin of the Bank of Russia" N 69 of November 28, 2008 and is putted into effect from December 1, 2008.
