The regulations requirements are obliges for execution thereof
by natural persons and legal entities carrying out projection
including (researches), construction, operation, liquidation
and utilization of regulation objects and by federal executive
authorities carrying out state control (supervision) over observance
of requirements of the technical regulations.
Evaluation
of conformance of regulation objects is provided in the form
of classification, declaration of compliance and state control
(supervision). Requirements of other technical regulations shall
not be applied to regulation objects in respect of conformance
evaluation, even if analogous objects are in their sphere of
application.
State control (supervision) over observance
of regulations requirements shall be provided by the Ministry
of the Russian Federation on Civil Defense, Emergency Situations
and Disaster Relief of the Russian Federation, the Federal Service
on Supervision in the Sphere of Transport, the Federal Service
for Supervision in the Sphere of Nature Use, the Federal Service
on Ecological, Technological and Nuclear Supervision, the Federal
Service on Supervision in the Sphere of Protection of Consumers
Rights and Human Welfare.
The Technical regulations shall putt into effect upon expiration
of 18 months since the day of official publication. At that
the requirements different from requirements regulating
by documents valid before its putting into effect shall be applied
to vessels which projects have been coordinated and contracts
on construction of which have been concluded after putting into
effect of the technical regulations.
