The amendments are made to the Customs Code of the Russian Federation
By
the Federal Act N 231-FZ of October 13, 2009 (document is
in Russian), the amendments are made to
article 69 and
119 of the Customs Code of the Russian Federation (document
is in Russian), pursuant to which it is established that the
Government of the Russian Federation has the right to determine
cross-points through the State boarder of the Russian Federation
for withdrawal of certain kinds of goods from the customs territory
of the Russian Federation.
The Federal Act shall putt into effect upon expiration of
one month since the day of its official publication.
By
the Federal Act N 232-FZ of October 13, 2009 (document is
in Russian), the amendments are made to
articles 138 and
325 of the Customs Code of the Russian Federation, which
are directed to improvement of the procedure of periodical temporary
declaring. In particular, it is established that the rates of
customs duties shall be applied as on the day of actual exportation
of goods from the customs territory of the Russian Federation.
As the day of actual exportation of goods, it is considered
the day of making marks permitting withdrawal of the goods on
transportation (carrying) or other documents by customs body
located in the place of withdrawal of the goods from the customs
territory of the Russian Federation.
So, it is established
that if upon expiration of eight months, and in respect of Russian
goods liable with export customs duties or to which bans and
restrictions of an economical character are applied - upon expiration
of six months, Russian goods shall not be exported from the
RF customs territory, the customs declaration, by which these
goods were applied for export, shall be considered as not submitted.
The Federal Act shall putt into effect upon expiration of
one month since the day of its official publication.
