The amendments are made to the Federal Act "On placing orders for deliveries of goods, execution of work, rendering services for state and municipal needs"
The Federal
Act N 53-FZ of April 20, 2007 (document is in Russian) specifies
a number of provisions of
the Federal Act "On placing orders for deliveries of goods,
execution of work, rendering services for state and municipal
needs" (document is in Russian). In particular, there
is specified the list of documents subjects for submission by
participant with whom contract is concluded, so cases of placing
orders with the only supplier are specified and added. Besides
in the result of amendments, there is given notion of off-budget
sources of financing, goods, works, services of the same name,
defect is eliminated in part of determination of state customers.
The amendments are made to
the Budget Code of the Russian Federation (document is in
Russian), and they determine that if purchase of goods works,
services is supposed on sum more than limit size established
by the Central Bank for settlements in cash in the Russian Federation
between legal entities for one deal, so such deal shall be made
exclusively on the basis of state or municipal contract, which
shall be concluded after results of placing order.
