NEWS OF THE FEDERAL LEGISLATION

The amendments are made to normative acts on book-entry accounting

The Order of the Ministry of Finance of Russia N 26n of March 26, 2007 (document is in Russian) makes amendments to the following normative acts:

  - the Statute on book-entry accounting and bookkeeping reporting in the Russian Federation approved by the Order of the Ministry of Finance of the Russian Federation N 34n of July 29, 1998 (document is in Russian);

- the Accountancy Regulation "Inventory accounting" PBU 5/01approved by the Order of the Ministry of Finance of the Russian Federation N 44n of June 9, 2001 (document is in Russian);

- Methodical recommendations on book-entry accounting of inventories approved by the Order of the Ministry of Finance of the Russian Federation N 119n of December 28, 2001 (document is in Russian).

The Order shall come into effect from January 1, 2008.

The nomenclature of goods is approved, which determines classes of goods (in purposes of determination of kinds of retail trade markets)

The nomenclature of goods is approved, which determines classes of goods (in purposes of determination of kinds of retail trade markets)

In purposes of implementation of the Federal Act N 271-FZ "On Retail Markets and Amendments to Labor Code of the Russian Federation" of December 30, 2006, which came into effect as on April 11, 2007, the Order of Ministry of Economical Development and Trade of the Russian Federation N 56 of February 26, 2007 (document is in Russian) approves the nomenclature of goods determining classes of goods.

The temporary rates of import customs duties are approved

The Decree of the Government of the Russian Federation N 225 of April 14, 2007 (document is in Russian) approves the rate of import customs duty in respect of self-adhesive paper and cardboard (code of the TN VED 4811 41 900 0) in the size of 5 % of customs cost, from May 17, 2007 for 9 months. Earlier for aforesaid goods, the rate of import customs duty effected in the size of 15% of customs cost.

The Decree of the Government of the Russian Federation N 226 of April 14, 2007 (document is in Russian) approves the rates of import customs duty in respect of motor petrol ( codes of the TN VED 2710 11 310 0, 2710 11 410 0, 2710 11 450 0, 2710 11 490 0, 2710 11 510 0, 2710 11 590 0), in the size of 0 % of customs cost, from May 17, 2007 for 9 months. Earlier for aforesaid goods, the rate of import customs duty effected in the size of 5% of customs cost.

There is approved the order of issue of permit on re-export of goods originating form the territory of the Russian Federation to other states - members of Eurasian economical community

There is approved the order of issue of permit on re-export of goods originating form the territory of the Russian Federation to other states - members of Eurasian economical community

  The Order of Ministry of Economical Development and Trade of the Russian Federation N 100 of March 23, 2007 (document is in Russian) approves the procedure establishing the rules of issue of permits on re-export of goods originating form the territory of the Russian Federation and included to the list of goods, which re-export is provided under availability of the permit on re-export of goods. Validity term of permit shall not be more than 12 months from the date of its issue.

On the basis of the Order of the Ministry of Finance of Russia N 179n of December 19, 2006 (document is in Russian), the Order of the Federal Tax Service of Russia N MM-3-13/224@ of April 11, 2007 (document is in Russian) approves "Format of submission of tax declarations, book-entry accounting and other documents for calculation and payment of taxes and collections in electronic form (on XML base) (version 4), Part LXXVII. Composition and structure of indexes of tax settlement on advanced payments on the transport tax (version 01)" . XSD scheme of exchange file in electronic form to the format.

The Order shall come into effect for tax reporting for the first reporting period 2007.

The Order of the Federal Service of Financial Markets of Russia N 07-25/pz-n of March 15, 2007 (document is in Russian) approves the List of securities of international financial institutions, which may to form pension reserves of non-governmental pension fund, where bonds of Eurasian reconstruction and development bank are included.

The Order of the Federal Service of Financial Markets of Russia N 07-23/pz-n of March 13, 2007 (document is in Russian) approves the procedure for assignation of state registration numbers to issues (additional issues) of emission securities, which effect shall be applied to issues (additional issues) of emission securities subjects for state registration independently from issuers' kind, including issues (additional issues) of securities of credit and insurance institutions, issues (additional issues) of foreign issuers including international financial institutions.
