There are determined the procedure and terms for making restructuring of debt of enterprises of the defense and industry complex

the Decree of the RF Government N 995 of December 10, 2009
(document is in Russian), in accordance with
the Federal Act "On the federal budget for 2009 and the
planning period of 2010 and 2011" (document is in Russian),
there is established that restructuring of the debt of enterprises
of the defense and industry complex - executors of the state
defense order included to list of strategic organizations, on
taxes, duties, calculated penalties and fees to the federal
budget, shall be provided by means of phased redemption of the
debt calculated on grounds of data of tax authorities as on
January 1, 2009, but not more than size of the debt as on 1
day of the month of submission of the application about restructuring
of the debt.
The decision about restructuring of the debt
shall be made by tax authority under the place of location of
organization (under the place of record of major taxpayer).
Restructuring of the debt shall be provided for the period not
more than 12 years. The right is granted to an organization
to redeem the restructured debt. There are determined the grounds,
in the case of which, restructuring shall be ceased. From the
day of cessation of restructuring, there shall be renewed all
measures on forced collection of debt of an organization provided
by the RF legislation.
There has been established the minimum retail price for vodka

the Order of the Federal Service on Regulation of Alcohol Market
N 17n of November 30, 2009 (document is in Russian), from
January 1, 2010, the minimum price for vodka importing or exporting
to (from) the Russian Federation shall be established for retail
trade in the size of 89 rubles per 0,5 litre of finished production.
Price for vodka bottled in consumer packaging of other capacity
shall be calculated proportionally to established minimum price.
This measure has been adopted in the purpose of protection of
honest manufacturers of this production, increasing of its quality
and restriction o illegal sale.
The Order has been registered in the Ministry of Justice
of the Russian Federation by N 15563 of December 14, 2009 and
has been published in the "Russian Newspaper" N 241,
December 16, 2009.
