NEWS OF THE FEDERAL LEGISLATION

There is approved the Statute on performance of functions and powers of federal autonomous institution founder by federal executive authorities

The Decree of the Government of the Russian Federation N 662 of October 10, 2007 (document is in Russian) approves the procedure for performance by federal executive authorities of functions and powers of founder of the federal autonomous institution created on the base of property being within the federal ownership. There is established, that decision on creation of federal autonomous institution is adopted by the Government of the Russian Federation on the basis of propositions of federal executive authorities, so functions and powers of federal autonomous institution founder are provided by the federal executive authority specified in the decision on creation of federal autonomous institution (including by means of changing of kind of existing state institution) and in the charter of federal autonomous institution.

The amendments are made to the Rules of completion of the reference annexed to the customs cargo declaration

The amendments are made to the Rules of completion of the reference annexed to the customs cargo declaration

The Decree of the Government of the Russian Federation N 656 of October 10, 2007 (document is in Russian) makes amendments to clause 2 of the Rules of completion of the reference annexed to the customs cargo declaration approved by the Decree of the Government of the Russian Federation N 872 of December 31, 2005 (document is in Russian), and in accordance thereto for imported ethyl spirit, alcoholic, alcohol containing production and beer, the reference annexed to the customs cargo declaration shall be completed for goods of one name, included to one commodity consignment, placed under the customs regime of issue for internal consumption or the customs regime of free customs zone applying in accordance with legislation of the Russian Federation at the territory of the Special economic zone in the Kaliningrad region and the territory of the Special economic zone in the Magadan region.

There are changed the Rules of interaction of state authorities of RF subjects and local self-management bodies with territorial bodies of the federal executive authorities having competence in the sphere of taxes and duties

There are changed the Rules of interaction of state authorities of RF subjects and local self-management bodies with territorial bodies of the federal executive authorities having competence in the sphere of taxes and duties

In accordance with the Decree of the Government of the Russian Federation N 663 of October 10, 2007 (document is in Russian), the Rules of interaction of state authorities of RF subjects and local self-management bodies with territorial bodies of the federal executive authorities having competence in the sphere of taxes and fees (document is in Russian) are added with the provision about that tax bodies shall submit information to financial bodies of RF subjects and financial bodies of local administration on tax base and structure of extra fees on taxes and duties forming incomes of local budgets and incomes of RF subjects' budgets.
 
At that, financial bodies of RF subjects and financial bodies of local administrations shall not submit information to tax bodies on reckonings and returns of extra paid sums of taxes, duties, fees made under decision of tax body, as well as about sums of taxes, duties and other obligatory payments entered directly to the account for recording of incomes of RF subject's budget.
