NEWS OF THE FEDERAL LEGISLATION


Customs preferences are granted to participants of the State program on assistance to voluntary migration of compatriots living abroad to the Russian Federation

     The Decree of the Government of the Russian Federation N 142 of March 3, 2007 (document is in Russian) makes amendments  to the Statute on applying uniforms rates of customs duties, taxes referring to goods moved across the Russian Federation customs border by natural persons for personal use approved by the Decree of the Government of the Russian Federation N 718 of November 29, 2003 (document is in Russian), and in accordance with them, in the case of import of goods (including cars) by natural persons - participants of aforesaid State program (document is in Russian) and members of their families moving jointly to permanent residents in the Russian Federation, and if these goods have been acquired before their entrance to the territory of the Russian Federation, than customs duties, taxes, collections shall not be collected at entrance to the RF territory in purpose of migration to permanent residents in the Russian Federation applied to customs bodies, during term of validity of the State program.

The Statute on organization and carrying out of state examination of project documentation and results of engineering researches is approved

     The Decree of the Government of the Russian Federation N 145 of March 5, 2007 (document is in Russian) approves the Statute determining the order of organization and carrying out of state examination of project documentation and results of engineering researches in the Russian Federation, the procedure for determination of size of payment for carrying out of state examination, as well as the procedure for collection such payment.
      
     Institution authorized in carrying out of state examination is obliged:
     
      to explain the procedure for carrying out of state examination free, under requests of interested persons;
      
     to take measures on secure of safety of documents granted for carrying out of state examination, as well as on closure of project decisions and other confidential information on which this institution has been informed in accordance with carrying out of state examination.

The amendments are maid to the form and procedure for completion of a book of registration of volumes of production and turnover (except retail sale) and (or) usage for personal purposes of ethyl spirit, alcohol and spirit-based products

     The Order of the Federal Tax Service of Russia N SAE-3-07/27@ of January 25, 2007 (document is in Russian) makes amendments to the Order of the Federal Tax Service of Russia N MM-3-07/534@ "On approval of the form of a book of registration of volumes of production and turnover (except retail sale) and (or) usage for personal purposes of ethyl spirit, alcohol and spirit-based products and the procedure for completion thereof" of August 17, 2006 (document is in Russian). In particular, column 11 "Sign of financially responsible person" is excluded from all sections of the Book; and in column 1 "Date"  of the Book, date of actual manufacture (receipt, loading) of products shall be specified.
