NEWS OF THE FEDERAL LEGISLATION


The measure are established for implementation of the Federal Act "On the federal budget on 2007"

     By the Decree of the Government of the Russian Federation N 126 of February 23, 2007 (document is in Russian), the federal budget on 2007 is taken for execution. The Decree establishes that execution of the federal budget shall be provided in accordance with summary budget list of the federal budget on 2007 in order established by the Ministry of Finance of the Russian Federation. So, it makes certain amendments to acts of the Government of the Russian Federation according to the Federal Act "On the federal budget on 2007" (document is in Russian).

The amendments are maid to the procedure of registration of new foodstuffs, materials and production

      The Decree of the Government of the Russian Federation N 130 of February 26, 2007 (document is in Russian) makes amendments to the Provision on state registration of new foodstuffs, materials and production and putting of the State register of new foodstuffs, materials and production permitted for manufacture at the territory of the Russian Federation or import to the territory of the Russian Federation and turnover approved by the Decree of the Government of the Russian Federation N 988 of December 21, 2000 (document is in Russian).
      
     In accordance with these amendments, perfumery and tobacco production are excluded from the list of production subject for state registration. So, it is determined, that state registration of production shall be carried out by the Federal Service for Supervision in the Sphere of Consumers Rights and Human Well-being, and registration of new foodstuffs of animal origin - the same service jointly with the Federal Service for Veterinary and Phyto-sanitary  supervision.

The amendments are maid to the Customs tariff of the Russian Federation in respect of certain kinds of motor transport vehicles being in operation

      The Decree of the Government of the Russian Federation N 129 of February 26, 2007 (document is in Russian) makes amendments to the structure of classification codes of the TN VED of Russia in respect of certain kinds of motor transport vehicles being in operation  and subjects for transportation of 10 and more humans, including driver ( codes 8702 10 199 and 8702 90 199 of the TN VED of Russia). The rates of import customs duties on aforesaid goods are approved for 9 months.

There is approved the procedure for composition and submission of interim liquidation balance and liquidation balance of liquidated credit institution

      The Provision of the Bank of Russia N 301-P of January 16, 2007 (document is in Russian) determines the procedure for composition and submission of interim liquidation balance and liquidation balance of liquidated credit institution, and co-ordination of them by territorial institution of the Bank of Russia at the place of location of credit institution.
      
     This Provision shall come into force upon expiration of 30 days after the day of its official publication in the "News Bulletin of the Bank of Russia".

The Ministry of Russia gives explanations on levying excises on products of oil processing

     In the Letter N 03-07-06/8 of February 8, 2007 (document is in Russian), the Department of tax and customs-tariff police of the Ministry of Finance of the Russian Federation explains, that in purposes of application of excises, directly distilled petrol shall mean petrol fractions obtained as a result of processing of oil, gas condensate, casing-head gas, natural gas, bituminous shale, coal and other raw materials, as well as products of processing thereof, except automobile petrol and oil-chemistry products. At that, petrol fraction is a mixture of carbohydrates boiling within the temperature interval from 30 to 215 С at the atmospheric pressure of 760 millimeters of mercury.
