There has been changed the procedure for adoption of technical regulations

In the purpose of soonest formation of modern normative and legal base in the field of technical regulation, the Federal Act N 385-FZ of December 30, 2009 (document is in Russian) has made the amendments to the Federal Act N 184-FZ "On technical regulation" of December 27, 2002 (document is in Russian). In accordance with the amendments, now technical regulations may be adopted so by the federal executive authority on technical regulation, which approves so the national standards list including the rules and methods for researches (investigations) and measurements, as well as the rules for selection of samples necessary for application and execution of the adopted technical regulation and making of evaluation of compliance.

 For use at the RF territory, there are admitted such documents in the field of standardization as international standards, regional standards and sets of rules, standards and sets of rules of international states, as well as translations of them to Russian. It is admitted application of them after registration in the Federal informational fund of technical regulations and standards or after taking to records by national body of the Russian Federation on standardization. The amendments have established the procedure for registration, have determined the list of documents submitted for registration and periods for consideration of them.

Besides, there are established the rules for formation of the list of documents in the field of standardization, in a result of application of which on a voluntary base, it shall be provided observance of requirements of technical regulations, as well as it is considered as lost force the provision establishing the list of high-priority regulations developed in order established for adoption of federal acts and decrees of the Russian Federation Government.

  The Federal Act N 385-FZ of December 30, 2009 has been published in the "Russian Federation Newspaper" N 255 of December 31, 2009 and shall putt into effect in ordinary procedure upon expiration of 10 days from the day of its official publication.
