There has been adopted the Technical regulations on safety of buildings and constructions 2010-01-11 06:00 NEWS OF THE FEDERAL LEGISLATION There has been adopted the Technical regulations on safety of buildings and constructions The Federal Act N 384-FZ "Technical regulations on safety of buildings and constructions" of December 30, 2009 (document is in Russian) has been adopted in purposes of protection of life, health, property, protection of environment, prevention of activities collaborating of purchasers, secure of buildings and constructions energy efficiency. As object of technical regulation, there are buildings and constructions of every purpose (including those being in the network and the system of engineering and technical facilities), as well as projecting processes concerning to buildings and constructions (including researches), processes of construction, assembling, regulation, operation and utilization (demolition). The Technical regulations shall be applied to all stages of operational lifetime of a building or a construction, except safety of technological processes according to functional purpose of buildings and constructions.   The Technical regulations establish minimum necessary requirements to mechanical, fire safety, safety at dangerous nature and man-maid impacts, safety of staying and use of buildings and constructions, accessibility of buildings and constructions for groups of handicapped people, energy efficiency and safety level of environmental impact. The Technical regulations shall putt into effect upon expiration of six months after the day of its official publication. At that, to buildings and constructions putted into operation before putting into effect of the Technical regulations, as well as which construction, reconstruction and capital repair is provided in compliance with project documentation approved or directed to state examination before putting into effect of the Technical regulations, the requirements of the Technical regulations shall not be applied up to reconstruction or capital repair of the building.
