Lists of customs bodies having the legal right to accept customs declarations established
In accordance
with the order of
the Federal Customs Service of Russia N 1361 of 29 July 2009
(document is in Russian), it is established that customs bodies
except for those stated in
appendices 1 and
2 to the order shall have the right to accept customs declarations
regardless of the customs procedure, goals of product movement
and of the category of persons moving the goods and submitting
the declarations.
Appendix 1 gives also a list of customs bodies that do not
have the right to accept customs declarations.
Appendix 2 contains a list of customs bodies that have the
right to accept customs declarations only in particular cases.

Procedure is determined of declaration of vehicles which were temporarily exported, being under repair or other operations and imported back to the customs territory of the Russian Federation
By
the order of the Federal Customs Service of Russia N 1424 of
7 July 2009 (document is in Russian), it is established
that in the case of declaration of a vehicle previously exported
from the customs territory of the Russian Federation according
to the procedure of temporary exportation and being under repair
or other operations, which is imported back to the customs territory
of the Russian Federation, and which is subject to partial exemption
from customs duties and taxes referring to the procedure established
by
article 207 of the Tax Code of the Russian Federation (document
is in Russian) for customs duties in the case of importation
of products of processing, in accordance with customs procedure
of processing beyond the customs territory, the entrance/exit
declaration for the vehicle approved by
the order of the State Customs Committee of Russia N 916 “On
approval of the form of entrance/exit declaration for a vehicle”
of 21 August 2003 (document is in Russian), with the list
of calculation of customs payments attached thereto may be applied
as the customs declaration. The customs declaration shall be
made out in 2 copies.
