Statute on the Federal Service for State Registration, Cadastre and Cartography Approved
According
to the
Statute approved by
the Decree of the Government of the Russian Federation N 457
of 1 June 2009
(document is in Russian), the Federal Service for State
Registration, Cadastre and Cartography (Rosregistry) shall be
a federal executive authority for state registration of rights
to real estate property and deals with the latter, for rendering
state services to keep the state cadastre of real estate property,
state cadastre registration of real estate property, cadastre
activity, state cadastre evaluation of lands, land arrangement,
state monitoring of lands, geodesy and mapmaking, installation
of navigation equipment at transport complex (except questions
of aero navigation services for users of the air space of the
Russian Federation), as well as functions for state geodesy
supervision, state land control, supervision over the
activity of self-regulated valuers, control (supervision over
the activity of arbitration managers and self-regulated organizations
of arbitration managers, state metrology supervision in the
sphere of geodesy and mapmaking activity.
Besides, the Rosregistry
shall perform functions for organization of the united system
of state cadastre registration of real estate property and state
registration of rights to real estate property and deals with
the latter, as well as infrastructure of spatial data of the
Russian Federation, shall be a federal executive authority in
the sphere of names of geographic objects, in charge of keeping
the state registry of self-regulated organizations for which
nonfederal executive authority has been established to control
(supervise) their activity.
The Rosregistry
shall fall within the competence of the Ministry of Economic
Development of the Russian Federation.
