the Budgetary message of the RF President about budgetary policy
in 2010-2012 of May 25, 2009 (document is in Russian)
the basic tasks of budgetary policy are given for 2010 and further
perspective, the basic directions of tax policy and formation
of the budgetary system incomes, priorities of budgetary expenditures
are determined. There are given the notice to questions of financial
secure of pension reform, execution of social obligations of
the state with synchronous increasing of social aid targeting,
stimulation of progressive structure shift in economics, increasing
of justification and clarity of selection of state aid receivers.
There are determined the measures directing to stabilization
of situation on labor market. There are specified the
necessity of financial secure of the army modernization and
formations of its quite new image, to secure implementation
of international obligations brought by the Russian Federation.
Actions directing to improvement of the technologies of the
budget formation and execution are formed: minimization of budgets
risks; efficient administration with funds of the Fund
of National Welfare and the Reserve Fund; extension of authorities
of the head administrators of budget funds; increasing of efficient
use with resources at purchases of goods and services for state
needs; improvement of state and municipal control; implementation
of the program and target planning principal and other action.
