NEWS OF THE FEDERAL LEGISLATION

There is approved the new form of tax declaration on the tax on incomes of natural persons

The Order of the RF Ministry of Finance N 153n of December 31, 2008 (document is in Russian), which putts into effect from the beginning of submission of tax declaration on the tax on incomes of natural persons for taxable period 2008, approves the new form of tax declaration on the tax on incomes of natural persons (3-NDFL form) and the Procedure for its completion.
 
Appearances of the new reporting form is stipulated by changes made to chapter 23 of the Tax Code of the Russian Federation (document is in Russian). In particular the question is about the Federal Act N 224-FZ of November 26, 2008 (document is in Russian) which has increased the size of property tax deduction submitted to citizens at dwelling premises purchase up to two millions rubles.

In should be noticed that the tax declaration on the tax on incomes of natural persons shall be submitted to tax body not later than April 30 of year following after expired taxable period.

There are approved the rates of exported customs duties for unalloyed nickel and copper cathodes

The Decree of the Government of the Russian Federation N 25 of January 21, 2009 (document is in Russian) approves the rates of exported customs duties for unalloyed nickel and copper cathodes (codes 7502 10 000 0 and 7403 11 000 0 of the TN VED of Russia) and purified copper and unprocessed copper alloys (code 7403 of the TN VED of Russia) in the size of 10 percent of customs cost. The Decree shall put into effect since January 30, 2009.

There is changed the procedure for granting credits secured with assets by the Bank of Russia to credit institutions

The Direction of the Bank of Russia N 2151-U of December 16, 2008 (document is in Russian) makes amendments to the Statute of the Bank of Russia N 312-P "On the procedure for granting credits secured with assets by the Bank of Russia to credit institutions" of November 12, 2007 (document is in Russian), which provide that credit of the Bank of Russ may be secured with banking guarantees except intraday credits and "overnight" credits. The amendments stipulate the requirements to banks-guarantors, at observance of which credit is considered as secured, and other terms of such crediting.
