There is approved the Administrative regulations of the Federal Tax Service for execution of the state function on issue of federal special labels for labeling of alcohol production manufactured at the RF territory
The Regulations establish that
the state function shall execute the Federal Tax Service of
Russia and administration of the Federal Tax Service of Russia
in RF subject. Persons for which this state function shall
be executed, are organizations making manufacture (except
export) of alcohol production made at the RF territory which
content of ethyl spirit more than 9 percents of finished production
value. The result of execution of the state function is issue
by a territorial tax body of the labels to an applicant
(representative of applicant).
The period of execution of
the state function shall not be more than 25 working days since
the day of submission of documents necessary for issue of the
labels to a territorial tax body by applicants, from which 19
working days are purposed for manufacture of labels. The period
for consideration of documents submitted by applicant, necessary
for issue of the labels in a territorial tax body shall not
be more than 3 working days. The period for issue of the labels
shall not be more than 3 working days since the day of their
receiving to a territorial tax body from organization-manufacturer.
The list of documents is brought, on submission which the labels
shall be issued. In the annexes there are given the samples
of necessary documents.
There is provided that execution
of the state function shall be free, at that the labels shall
be issued to applicants under condition of their preliminary
payment (the price of federal special marks is 1300 rubles for
1000 items without taking into account of the value-added tax).
There has been concretized the procedure for application of
activity (inactivity) of an official, as well as the decision
made by him at execution of the state function.
These
Directions shall come into effect upon expiration of 10
days since the day of its official publication in the "
News Bulletin of the Bank of Russia".
