There are specified the requirements to arrangement, construction and planning of a special economic zone, as well as the terms for access to a special economic zone territory for secure efficient customs control
The Order of the Federal Customs Service of Russia N 329 of
February 25, 2009 (document is in Russian) has established
that in all places of entrance (exit) to (from) a special customs
zones territory (territories) checkpoints should be placed equipped
accordingly and supplied technically for customs control of
goods and transport vehicles entering (exiting) to (from) a
special customs zones territory (territories), goods carried
in (out) a special customs zones territory (territories) and
composition of checkpoints should be specified in details. So
there is established that under purpose of the Federal Agency
on Administration of Special Economic Zones the Federal Customs
Service of Russia may to make decision on functioning of a checkpoint
intended for import (export) of construction materials and technique
using at works on creation of a special economic zone infrastructure
objects being in free circulation at the Russian Federation
territory and not intended to placing under any customs regime
including ones exporting (importing) for such purposes by residents
of a special economic zone.
There is approved the Procedure for application of special simplified procedures of customs clearance
The Order of the Federal Customs Service of Russia N 1657 of
December 23, 2008 (document is in Russian) has approved
the Procedure determining special simplified procedures
of customs clearance to be established for certain persons importing
goods to the Russian Federation customs territory, as well as
the Procedure for keeping of the commercial documentation record
system by persons for which special simplified procedures are
established.
There is established that an applicant has
the right to choose one or several special simplified procedures
for customs clearance of own goods , if otherwise is not established
by terms for application of requesting special simplified procedure.
An applicant is obliged to submit a reports about goods, customs
clearance of which was provided with application of special
simplified procedures, to customs body where customs clearance
of goods has made, quarterly not later than 10 day of month
following after reporting one. Accountability shall be formed
on a basis of information received from the commercial documentation
record system, which shall be kept in accordance with
the Procedure for keeping of the commercial documentation record
system by persons for which special simplified procedures are
established.
