In particular in accordance with the amendments
to
the Forest Code, there is established that in the case when
federal acts admit harvesting of wood by federal state institutions,
forest plots being within the federal ownership may be granted
to these institutions for this purpose in permanent (termless)
use. In exclusive cases provided by acts of the Russian Federation
subjects, there is permitted harvesting of wood for state or
municipal need on the basis of forest plot sale and purchase
contracts.
Besides
the Federal Act has regulated the procedure for state forest
control and supervision, as well as state fire supervision in
forests. There is established that such kinds of control and
supervision may be carried out by specially created for these
purposes state institutions. So there are regulated the questions
concerning acquisition, storage, bearing and application of
special means and armament of officials of state forest control
and supervision. There are determined the specific features
of legal regime of green and forest-park zones, the procedure
for creation of these zones and allocation of functional zones
in forest-park zone, as well as fixation and changing of boarders
of such zones,
