There is approved the new unified format of transport message at informational interaction of taxpayers and tax bodies in electronic form on telecommunicational channels with use of electronic digital signature

The Order of the Federal Tax Service of Russia N MM-3-13/469@ of August 8, 2007 (document is in Russian) approves the unified format of transport message. The new format shall be putted into effect from September 1, 2007.

Simultaneously, there has been considered as lost its force the Order of the Federal Tax Service of Russia N SAE-3-13/345@ "On unified format of informational interaction" of June 13, 2006, which was applied from July 1, 2006 (document is in Russian).

New unified format provides additional obligatory field (requisite of transport message) - "Content-Transfer-Encoding:" including device for coding of message body, in structure of transport message.

So, there is established that transport message may have only one receiver. At that, there is decreased the size of transport message transferring on telecommunicational channels - form September 1, 2007 it shall not be more than 512 Mb (earlier it was permitted 2 Gb).

Provisions are added on specific features of work with transport messages, so possible mistakes of processing of transport messages are considered in details. The format is added with the List of model electronic documents of informational interaction .

The Edict of the President of the Russian Federation N 1083 of August 20, 2007 (document is in Russian) approves the List of microorganisms, toxins, equipment and technologies subjects for export control. There is established that codes of the TN VED of Russia given in the List may be specified of necessity by the Federal customs service under agreement with the Federal service for technical and export control. The Edict shall come into effect after three months since the day of its official publication.

There is approved the new Statute on import to the Russian Federation and export from the Russian Federation of drugs, psychotropic substances and their precursors

  In purposes of state control over on import to the Russian Federation and export from the Russian Federation of drugs, psychotropic substances and their precursors, execution of international obligations following from conventions of the United Nations Organization which participant is the Russian Federation, the Decree of the Government of the Russian Federation N 527 of August 18, 2007 (document is in Russian) approves the Statute on import to the Russian Federation and export from the Russian Federation of drugs, psychotropic substances and their precursors. At that there is established that licenses of the Ministry of Economical Development and Trade of the Russian Federation on the right to import (export) of drugs, psychotropic substances and their precursors issued before coming into effect of this Decree are valid till expiration of their period of validity.

The Order of the Ministry of Culture of Russia N 1170 of July 31, 2007 (document is in Russian) approves the Procedure determining the rules of keeping of the record of manufactured copies of audio-visual works and phonograms by licensee in accordance with the Statute on licensing of activities on reproduction (manufacturing of copies) of audio-visual works and phonograms on any types of carriers approved by the Decree of the Government of the Russian Federation N 252 of April 28, 2006 (document is in Russian).

  The Order of the Federal Service for Supervision in the Sphere of Public Health and Social Development N 834-Pr/-07 of May 10, 2007 (document is in Russian) approves the forms of documents (applications and notifications) used during process of licensing of activity referred to turnover of drugs and psychotropic substances putted to the List II in accordance with the Federal Act N 3-FZ "On narcotic means and psychotropic substances" of January 8, 1998 (document is in Russian).
