The Model concession agreement is approved in respect of subway and other transport of general use

     In accordance with part 4 of article 10  of the Federal Act "On concession agreements", the Decree of the Government of the Russian Federation N 791 of December 22, 2006 (document is in Russian) approves the model concession agreement in respect of subway and other transport of general use.

New Provision on licensing of activity referred to placing in a job of citizens of the Russian Federation and outside the boarder of the Russian Federation

      The Decree of the Government of the Russian Federation N 797 of December 23,  2006 (document is in Russian) approves the Provision, which determines the procedure for licensing of activity referred to placing in a job of citizens of the Russian Federation and outside the boarder of the Russian Federation provided by Russian legal entities by the Federal migration service.

The amendments are maid to the Decree of the Government of the Russian Federation "On rates of customs duties for customs clearance of goods"

      The Decree of the Government of the Russian Federation N 803 of December 23, 2006 (document is in Russian) makes amendments to the Decree of the Government of the Russian Federation N 863 of December 28, 2004 (document is in Russian), according to, when customs duties are paid for customs clearance of goods, on announcement of customs regime of export in respect of goods for which customs and taxes calculating from their customs cost are not stated, price shall be used actually paid or subject for payment for such goods, that has been specified in the invoice drawn up in connection with purchase and sale deal, recalculated to rubles, in order established by customs legislation of the Russian Federation. On announcement of customs regime of export in respect of aforesaid goods in connection with other deals, cost of shall be used, that has been specified on commercial and other documents referring to such goods, recalculated to rubles, in order established by customs legislation of the Russian Federation.

There are approved the rates of export customs duties for goods exported from the territory of the Russian Federation outside the boarders of the states-participants of agreements on Customs union

      The Decree of the Government of the Russian Federation N 795 of December 23, 2006 (document is in Russian) approves the rates of export customs duties for goods exported from the territory of the Russian Federation outside the boarders of the states-participants of agreements on Customs union. It considers to lost force certain acts of the Government of the Russian Federation concerning to approval of rates of export customs duties.

New procedure is approved for determination of need in attraction of foreign employees and formation of quotas on performance of labor activity by foreign citizens in the RF

     In purposes of support of optimal balance of labor resources, with taking into account  assistance in priority order to placing in a job of citizens of the Russian Federation, The Decree of the Government of the Russian Federation N 783 of December 22, 2006 (document is in Russian) approves the Rules regulating the procedure for determination of need in attraction of foreign employees and formation of quotas on performance of labor activity by foreign citizens in the Russian Federation by federal executive authorities and executive bodies of state power of subjects of the Russian Federation, that mean quotas on issue of invitations on entrance to the Russian Federation to foreign citizens in purposes of performance of labor activity and quotas on issue of permits on work to foreign citizens arrived to the Russian Federation in order not requiring of visa receiving.

The amendments are maid to the Instruction on the procedure for filling up of customs cargo declaration and transit declaration

      The Order of the Federal Customs Service of Russia N 1179 of November 17, 2006 (document is in Russian) makes amendments to the Instruction approved by the Order of the Federal Customs Service of Russia N 762 of August 11, 2006 (document is in Russian). In particular, the amendments concerns of the rules of filling up of column 46 "Statistical cost" of the customs cargo declaration on declaring of goods exported from the customs territory of the Russian Federation. The Order shall putt into effect since March 28, 2007.
