NEWS OF THE FEDERAL LEGISLATION


The amendments are maid to the RF Town-planning Code and certain legislative acts of the Russian Federation

     The amendments maid to the Federal Act N 232-FZ of December 18, 2006 are directed for improvement of town-planning legislation of the Russian Federation in purposes of secure of availability of housing construction and increasing of their amounts, as well as to improve possibilities of granting of land plots for housing construction, elimination of inaccuracies of norms of the act and their contradictions
     
     So, the amendments are maid to a number of federal acts, which are directed for implementation of norms of the Town-planning Code of the Russian Federation on putting into effect of the uniform state examination of project documentation and on cancellation of other kinds of state examinations of project documentation, as well as the uniform state construction supervision and other kinds of state supervision over construction from January 1, 2007.

The amendments are maid to the Federal Act "On budget classification"

     The Federal Act N 233-FZ of December 18, 2006 (document is in Russian) makes essential amendments to the Federal Act N 115-FZ "On budget classification in the Russian Federation" of August 15, 1996. A number of annexes to the Federal Act N 115-FZ of August 15, 1996 (document is in Russian) are given in the new wording.

The Federal Tax Service has approved new forms of documents for control over payment of taxes

      The Order of the Federal Tax Service of Russia N SAE-3-19/825 of December 1, 2006 (document is in Russian) approves the forms of requirement on payment of tax, duty, fine,  penalty, document of revealing of taxpayer's arrear, as well as document using by tax bodies on application of measures of secure and forced collection of debts under obligatory payments.
      
     The Order shall putt into effect since January 1, 2007.

The Order is established for determination of ruble equivalent of the minimum size of authorized capital of anew registered credit institution

      The Directions of the Bank of Russia N 1755-U of 11 December 2006 (document is in Russian) establishes the order for determination of ruble equivalent of the minimum size of authorized capital of anew registered credit institution, the minimum size of own funds (capital) of a bank (including one soliciting for general license), the minimum size of own funds (capital) of non-banking credit institution soliciting for status of bank.

There is ratified the Agreement between the RF Government and Preparatory commission of the Organization on the Agreement on universal prohibition of nuclear tests on carrying out of measurements

      The Federal Act N 229-FZ of December 15, 2006 (document is in Russian) ratifies the Agreement between the  Government of the Russian Federation and Preparatory commission of the Organization on the Agreement on universal prohibition of nuclear tests on carrying out of measurements in respect of objects of the International monitoring system provided by the Agreement on universal prohibition of nuclear tests assigned in the Vena city as on March 22, 2005 (document is in Russian).

There is approved the Procedure for customs clearance of certain kinds of goods, in which respect conditional issue shall be provided

      The Order of the Federal Customs Service of Russia N 1213 of November 22, 2006 (document is in Russian) approves the Procedure, which determines the order of activities of persons and customs bodies when conditional issue is provided of goods without documents confirming observance of restrictions established in accordance with the legislation of the Russian Federation on state regulation of foreign economical activity. The decision on conditional issue of goods shall be maid by customs by customs body after adoption of customs declaration under observance of terms determined by this Procedure.

The amendments are maid to the Provisions of the Bank of Russia "On reorganization of credit institutions in the form of amalgamation and joining"

     In accordance with amendments to the Federal Act "On banks and banking activity" maid by the Federal Act N 60-FZ of May 3, 2006 (document is in Russian), the Directions of the Bank of Russia N 1756-U of December 11, 2006 (document is in Russian) makes amendments to the Provisions of the Bank of Russia N 230-P "On reorganization of credit institutions in the form of amalgamation and joining" of June 4, 2003 (document is in Russian) which concerns the minimum size of own funds (capital) of credit institution.
