The federal budget on 2007 has been assigned

      The Federal Act N 238-FZ of December 19, 2006 (document is in Russian) approves the federal budget on 2007 with the sum on expenditures 5 463 479 900,0 ths. rbl. and on incomes 6 965 317 200,0 ths. rbl. based on forecast value of gross domestic product in the sum of 31 220 bln. rbl. and level of inflation (consumer's prices) 6,5-8,0 percent (December 2007 to December 2006).

The Provision on submission on information on concluded deals is approved

      The Order of the Federal Service for Financial Market of Russia N 06-67/pz-n of June 22, 2006 (document is in Russian) approves the Provision on submission of information on concluded deals, which establishes requirements to brokers, dealers, managers, stock investment funds, as well as managing companies of investment funds, share investment funds and non-state pension funds on submission of information on purchase and sale deals performed by them not on auctions of trade organizers, as well as to stock exchanges on the procedure for obtaining information on off-exchange deals and keeping of the register of off-exchange deals.

The amendments are maid to the Rules of obligatory insurance of civil liability of owners of transport vehicles

     The amendments to aforesaid Rules are approves by the Decree of the Government of the Russian Federation N 775 of December 18, 2006 (document is in Russian) on the basis of the Decision of the Supreme Court of the Russian Federation N GKPI06-529 of July 10, 2006 (document is in Russian), according to which provisions of clause 70 and clause 75 of this Rules has been considered partially not effective.

The amendments are maid to the Decree of the RF Government "On approval of the Statute on carrying out cash settlements and (or) settlements using payment cards without cash register equipment"

      The Decree of the Government of the Russian Federation N 743 of December 5, 2006 (document is in Russian) makes amendments to the Decree of the Government of the Russian Federation N 171 "On approval of the Statute on carrying out cash settlements and (or) settlements using payment cards without cash register equipment" of March 31, 2005 (document is in Russian), according to which the forms of blanks of strict reporting approved according to the requirements established earlier may be applied till September 1, 2007.

The amendments are maid to the Decrees of the RF Government on approval of requirements to technical tools of fixations and transfer of information on volume of production and turnover of alcoholic and alcohol containing production

      The Decree of the Government of the Russian Federation N 774 of December 18, 2006 (document is in Russian) makes amendments to the Decrees of the Government of the Russian Federation N 873 of December 31, 2005 (document is in Russian) and N 253 of April 28, 2006 (document is in Russian), in accordance to which the Federal Customs Service under agreement with the Federal Security Service of the Russian Federation, the Ministry of Agriculture of the Russian Federation and the Federal Antimonopoly Service shall approve the procedure for granting of software tools to organizations providing import of alcoholic production, and their installation to technical tools of fixations and transfer of information on volume of production and turnover of ethyl spiri, alcoholic and alcohol containing production to the uniform informational system.

The amendments are maid to the Decree of the Government of the Russian Federation "On importation of beef, pork and poultry in 2006-2009"

      The Decree of the Government of the Russian Federation N 776 of December 20, 2006 (document is in Russian) makes amendments to the Decree of the Government of the Russian Federation N 732 "On importation of beef, pork and poultry in 2006-2009" of December 5, 2005 (document is in Russian) concerning to issue of licenses on import of poultry ( code of the TN VED of Russia 0207) in 2007 by the Ministry of Economical Development and Trade of the Russian Federation.

The additions are maid to the procedure for completion and issue of extracts form the Uniform state registry of the rights on real estate and deals therewith

      The Order of the Ministry of Justice of Russia N 352 of December 6, 2006 (document is in Russian) makes amendments to the Instruction on the procedure for completion and issue of certificates on state registration of the rights, information on refusals in state registration of the rights on real estate and deals therewith and information on registered rights approved by the Order of the Ministry of Justice of Russia N 226 of September 18, 2003 (document is in Russian).
      
     It is established that in issuing extract on registered rights on object of real estate under availability in the Uniform state registry of the rights of registered lease agreement on this object of real estate and mortgage of the rights of tenant on such agreement, in the column "Restrictions (charge) of the right" there should be specified additionally the words "mortgage of the lease right", date and number of state registration, term how long it established, data on person (according to clause 18 of the Rules of keeping of the USRR (document is in Russian)) in which favor it established.

The amendments are maid to the General statute on regional customs administration and in the General statute on custom house

      The Order of the Federal Customs Service of Russia N 1195 of November 21, 2006 (document is in Russian) makes amendments to the General statute on regional customs administration and to the General statute on custom house approved by the Order of the Federal Customs Service N 7 of January 12, 2005 (document is in Russian). In particular, regional customs administrations and custom houses are authorized in carrying out works concerning to protection of information consisting state secret, as well as in making conditions for protection of aforesaid information.
