But the national telecommunications are free to give permits to persons, which are "also amateur radio oeprators", to operate on these fixed band frequencies. But in this case they are officially part of the "ITU"-fixed/mobile radio service. Even when the national telecommunication athorities allow them to use their amateur radio callsigns, these operations are not a part of the amateur radio service. They are "fixed/mobile service" stations, means "Ute stations" for us. Same as the new 600m experimental permits in the UK and Sweden. The two german 600m stations (BTW, licenced to amateur radio operators) operate under DI callsigns (e.g. DI2AG). The DI prefix is reserved for "Experimental stations" ("No-HAM-Experiments", Labs, Universities etc.). The prefix for special experiments (with expanded parameters) inside the amateur radio service/bands would be e.g. DA5. This practise speaks for my interpretation... ?!? Up to the day when one of the next WRC/WARCs gave a co-allocation for the amateur radio service on 600m and/or 60m - the operations of "HAM Ops" on these bands are operations from stations of the fixed/mobile radio service (in an international sense). What the national telecommunication authorities write in the header of the 60m-permits doesn't means anything (in an international law context). Whilst using 5 MHz for NVIS experiments, they are experimental stations, although operated by amateurs. In no way can they be Fixed or Mobile service, nor can 5 MHz ever be an Amateur Service allocation, hence the NoVs to the licences are isssued as experimental permits, although the experimental prefix is G9xxx. To issue them all with experimental callsigns would be administratively difficult. (MPJ, UK - udxf 445, 16/03/2007) yes, we are at the same position: they aren't HAMs, but "Utility stations" operated by HAMs ;-) But with the exact status I "partly disagree" ...hi I can't find any term for an (ITU) "experimental radio service". According to my understanding of the international telecommunication laws and ITU-rules (...) these "experimentals" are just a radio usage and not a radio service. General band allocations (ITU) are for "radio services" only, not for a partical kind of usuage. There are only very few possible HF radio services (Maritime, Aeronautical, Fixed/Mobile, Satellite, Radioastronomy, Time & Standard Frequency, Amateur Radio and Amateur Radio via Satellites). (But there could be footnotes which prohibit the operation of "aeronautical mobiles" etc. in some "Fixed/Mobile" bands ;) and special usuages could get sub-allocations inside a band, e.g. ranges for vessels calling shore stations etc.) See for example "CB" (when used legaly ..hi): CB isn't a radio service, it's a radio usuage. It's just one possible usage of the "fixed/mobile service", and operation took place in bands allocated to the Fixed/Mobile radio service. They are "Utility" stations. In Germany for example CB stations are parts of the "Nichtöffentlich beweglicher Landfunkdienst - NÖBL", means "Non-Governmental [fixed and] mobile, landbased radio [sub-]service" same sub-service as internal company-networks etc. - The "Nichtöffentlich" (non-governmental) and "Öffentlich" (governmental, including safety organisations like Red Cross, Fire Brigades etc.) are sub-services of the "Landfunkdienstdienst", which just means the ITU-term of "Fixed and Mobile Radio Service". For the ITU there is no CB-service, just fixed/mobile service. Same for experimentals ?! Inside the "over-header" of a "radio service" (by ITU) there are many possible usages, e.g. "Maritime radio service" there are usages for beacons, navigation, gonio, emergency, intership- communications, phone-patch, emailing, experimentals etc. When a telecommunication authority licence a station for any "experimental usage", this experiment is part of the radio service in which band it operates. There are possible experimental usages inside maritime, aeronautical and fixed/mobile etc. radio services. And the UK 5Meggers experimentals should be a usage inside the fixed/mobile band allocation? But maybe I'm wrong and the ITU had introduced now a different kind of ruling for experimental stations, a status outside any specific "radio service" ?! Not much but at least two new Ute QSLs: Today I received a nice "real" full-data-QSL letter (after an eQSL some weeks ago) from the New York State Emergency Management Office (SEMO) for their 5135 kHz ALE stations: SEMOHQ (=WPHM628; Albany, NY), SEMO02 (=WPHM636; Poughkeepsie, NY) and SEMO03 (=WPHM631; Glen Falls, NY) with a nice seal of NY's Governor on top of the letter ;-) BTW their power is 1000 watts from Micom 2E transceiver, into Rockwell-Collins data modems and a NVIS (at HQ) & folded dipole antennas at the regional offices. Other active stations according to the long and very informative letter are SEMO01 (Hauppauge, NY), SEMO04 (Syracuse, NY), SEMO05 (Newark, NY) and CMD01 (Command vehicle) - CMD01 is using 125 watts only. A very very nice surprise! That was a reception on my first ALE-day ... ... and my hope for more ALE QSLs is back again. But so far this is the only one :-(( I tried other US ALE stations KNY70 (but can't find a working e-contact), WGY9030, CL1AR, AAT3BFMARS, FC8FEM, USACE1010. These are all so far all, except the Army Aviatons and COTHEN (but for these ones I did not have any e-contact either). I specially look for NH´s EOC, after I got a second one from their 5135 kHz network NA1SH (after CL1AR). I think 5135 is a good channel to monitor as many state EOCs are listed here ??? But only few loggings seen on this list. The second QSL is a card (!) from Shetland Coastguard (Scotland) run by UK's Maritime and Coastguard Agency. It came together with a half-page sized picture of their CG station, bedded in the nice Shetland Islands landscape. They run a Skanti Radio TRP 8000 with 750 Watts into Vertical wire antenna (with AT). They wrote that they don't have a callsign, as they are a government station...hi - Til today I thought that even these stations have callsigns, specially in the UK with GFF, MKL, GXQ, GYA, MKH5 etc. ...hi That was my first shore DSC (2187.5 kHz) station. I send about 30 reports so far, with Shetland be the first and only answer. Beside 30 shore stations RRed, I send out maybe another 30 to vessels caught on 2187.5 kHz, but here I got only one answer (a full-data QSL-letter from OLYMPIC PROGRESS, siged and stamped from the captain and the 1st officer).
