The Order

of April 3, 2007 (document is in Russian) approves the Procedure
for performance of activity on managing with securities, which
establishes uniform requirements to performance of activity
on managing with securities. Those professional participants
of securities markets performing activity on managing
with securities shall bring their activity in accordance with
requirements of the Procedure during six months from the date
of enforcement of this Order.
There are approved the forms of decisions on reimbursement of the value-added tax
The Order
of the Federal Tax Service of Russia N MM-3-03/239@ of April
18, 2007 (document is in Russian) approves the form of Decision
on reimbursement (in full or partially) of sum of the value-added
tax applied for reimbursement and the form of Decision on refusal
in reimbursement of sum of the value-added tax applied for reimbursement.
There is approved the Statute on making amendments to the registry of owners of nominal stocks and performance of depositary accounting in the cases of redemption of stocks by a joint-stock company under stockholders' requirement
The Order
of the Federal Service for Financial Markets of Russia N 07-39/pz-n
of April 5, 2007 (document is in Russian) approves the Statute
determining procedure for making amendments to the registry
of owners of nominal stocks and performance of depositary accounting
in the cases of redemption of stocks by a joint-stock company
under stockholders' requirement provided by
articles 75 and
76 of the Federal Act N 208-FZ "On joint-stock companies"
of December 26, 1995. Effect of this Statute is applied
so to securities issuers keeping of the registry of owners of
nominal stocks independently.
There is established competence of customs bodies on performance of customs operations in respect of precious metals and precious stones
The Order
of the Federal Customs Service of Russia N 489 of April 19,
2007 (document is in Russian) establishes the competence of
customs bodies on performance of customs operations in respect
of precious metals and precious stones. The Order shall not
be applied in respect of goods transferred by natural persons
for personal, family, household and other needs not related
to performance of entrepreneurial activity.
The amendments are made to the Direction of the Bank of Russia "On the procedure for issuance of rate and change coins by the Bank of Russia to credit institutions for numismatic purposes"
There is approved the Procedure for granting of subsidies and subventions to budget institutions for the federal budget funds
The Order
of the Ministry of Finance of Russia N 28n of March 29, 2007
(document is in Russian) approves the Procedure for granting
of subsidies and subventions to budget institutions for the
federal budget funds, which establishes that granting of subsidies
(subventions) shall be made on the basis of agreements (contracts)
concluded by a budget institution with major manager of federal
budget funds or receiver of federal budget funds being under
his authority, in accordance with summary budget inventory,
within rests of limits of budget obligations and values of expenditures
financing recorded on personal account of receiver of federal
budget funds opened to authorized receiver in territorial body
of the Federal treasury.
Authorized receiver has no right
to grant aforesaid subsidies (subventions) to federal institutions
within his jurisdiction, except cases established by legislative
acts of the Russian Federation, acts of the Russian Federal
President and the Russian Federation Government.
