The amendments are made to the Federal Act "On technical control"
The Federal Act N 65-FZ of May 1, 2007 (document is in Russian)
makes a number of essential amendments to
the Federal Act N 184-FZ "On technical control" of
December 27, 2002. There is established that technical regulations
may be adopted not only by federal acts, but by decrees of the
RF Government. As top-priority technical regulations that should
be adopted before January 1, 2010, there are named: on safety
of machines and equipment, on safety of building materials and
production, on safety of buildings and constructions, on safety
of medical remedies, on safety of productions for medicinal
purposes, on safety of production for man-to-man defense,
on safety of chemical production, on safety of foodstuffs.
In the standardization sphere, new document is arisen for voluntary
application - code of rules. There are included in it: technical
rules and (or) description of processes of projection (including
researches), production, construction, assembling, adjusting,
exploitation, storage, transportation, realization and utilization
of products. Codes of rules shall be developed in the case of
absence of national standards in application to certain requirements
of technical regulations or technical regulation objects.
In the case of arising of information on not compliance of production
to requirements of technical regulations, the body of state
control (supervision) is authorized to issue of order on suspension
of realization of this production or to inform consumers on
treat of harm to life or health of citizens when these production
is used, through mass media.
