NEWS OF THE FEDERAL LEGISLATION

There are approved the rates of payments for use of water objects, as well as the procedure for preparation of and adoption of decision on granting of superficial water object or its part in use

      The Decree of the Government of the Russian Federation N 876 of December 30, 2006 (document is in Russian) approves the rates of payments for use of water objects being within federal ownership.
     
     In accordance with article 23 of the Water Code of the Russian Federation (document is in Russian), the Decree of the Government of the Russian Federation N 844 of December 30, 2006 (document is in Russian) approves the Rules establishing the order of preparation of and adoption of decision on granting of superficial water object or its part in use.

Participants in placing orders on supply of goods, performance of works and rendering services for need of the country defense should have according industrial capacities, technological equipment, financial and labor resources

     This additional requirement has been established by the Decree of the Government of the Russian Federation N 813 of December 28, 2006 (document is in Russian). Besides, it is determined that lists of goods, works, services for needs of the country defense and safety of the state shall be determined by state customers under agreement with the Ministry of Economical Development and Trade of the Russian Federation and the Federal Service on Defense Order.

The amendments are maid to the Customs Tariff of the Russian Federation

      The Decree of the Government of the Russian Federation N 839 of December 30, 2006 (document is in Russian) makes amendments to the Customs Tariff of the Russian Federation approved by the Decree of the Government of the Russian Federation N 718 of November 27, 2006 (document is in Russian). There are approved the rates of import customs duties in respect of auto-components imported for industrial assembling and in respect of component parts and a number raw goods for production of aviation engines, for 9 months. The Decree has been putted into effect since January 2, 2007.

The authorities in performance of all kinds of currency operations are entrusted to the Ministry of Foreign Affaires of the Russian Federation

     In accordance with article 5 of the Federal Act "On currency regulations and currency control" (document is in Russian), the Government of the Russian Federation (document is in Russian) entrusts authorities in performance of all kinds of currency operations regulated by the Federal Act "On currency regulations and currency control" without restrictions to the Ministry of Foreign Affaires of the Russian Federation by the Decree of N 856 of December 30, 2006 (document is in Russian).

It is approved delimitation of authorities on state control over acquisition of stocks of an open joint-stock company between the Federal Service for Financial Markets and its territorial bodies

     The Order of the Federal Service for Financial Markets of Russia N 06-130/pz-n of November 21, 2006 (document is in Russian) establishes the order of delimitation of authorities on state control over acquisition of stocks of an open joint-stock company between the Federal Service for Financial Markets and its territorial bodies.

The Ministry of Finance of Russia establishes coefficient of ratio between calculated incomes to calculated expenditures of budgets of closed administrative-territorial formations

      The Order of the Ministry of Finance of the Russian Federation N 292 of August 29, 2006 (document is in Russian) establishes the coefficient of ratio between calculated incomes to calculated expenditures of budgets of closed administrative-territorial formations, that is subject for using as criteria of uniform level of financial security of budgets of closed administrative-territorial formations on distribution of grants to them from the federal budget on planning year.
