NEWS OF THE FEDERAL LEGISLATION

The order of control over observance of licensing requirements in the sphere of activity of investment funds shall not be changed till July 1, 2007

      The Federal Act N 254-FZ of December 29, 2006 (document is in Russian) makes amendments to article 5 of the Federal Act N 80-FZ "On amendments to the Federal Act "On licensing of certain kinds of activity" , the Federal Act "On protection of rights of legal entities and sole traders when carrying out state control (supervision) and the Russian Federation Code on administrative offences" of July 2, 2005 (document is in Russian).
      
     Provisions of the Federal Act N 80-FZ of July 2, 2005 shall not be applied in the part of suspension of licenses effect, cessation of licenses effect, cancellation of licenses, as well as in the part of carrying out of licensing control in respect of activity of investments funds, activity on administration with investments funds, share investments funds and non-state pension funds, activity of specialized depositaries of investments funds, share investments funds and non-state pension funds and activity of non-state pension funds on pension security and pension insurance, till July 1, 2007. To this term, it is expected adoption of federal act establishing special rules of licensing of such kinds of activity.

The amendments are maid to article 20 and 36 of the Land Code of the Russian Federation

      The Federal Act N 261-FZ of December 29, 2006 (document is in Russian) makes amendments to articles 20 and 36 of the Land Code of the Russian Federation (document is in Russian), which establish that land plots shall be granted in permanent (termless) use to state and municipal institutions, state enterprises and bodies of state power and local self-government. State enterprises and state or municipal institutions - owner of the rights on premises in a building located on indivisible land plot being within state or municipal property have the right of restricted use with land plot in purposes of performance their rights on premises belonging to them. In the case if premises in a building located on indivisible land plot are assigned to several state enterprises and state or municipal institutions, so this land plot shall be granted to one of these entities under decision of owner of land plot in permanent (termless) use, and other from these entities have the right of restricted use with land plot for performance of their rights on premises assigned to them.

The amendments are maid to the Federal Act "On the procedure for exit from the Russian Federation and entrance in the Russian Federation"

      The Federal Act N 4-FZ of January 10, 2007 (document is in Russian) makes amendments to second part  of article 27 of the Federal Act N 114-FZ "On the procedure for exit from the Russian Federation and entrance in the Russian Federation" of August 5, 1996, that determine the procedure for making a note in the document identifying the personality of the foreign citizen or person without citizenship by bodies of boundary control and federal executive authority authorized in performance of functions on control and supervision in the sphere of migration, in the case of arising of reasons when entrance to the Russian Federation is not permitted to foreign citizen or person without citizenship.
