For more information, please visit www.ifc.org The Program: The objective of the Russia Residential Energy Efficiency Program (RREEP) is to create an effective legal and institutional platform to support Russian home owner associations and housing management companies in getting access to finance for the purpose of improving energy efficiency of the country’s existing housing stock. The residential housing sector is the second largest end user of energy in Russia and has the greatest potential for energy savings. Potential savings from investment in this sector are estimated at 53.4 million toe/year. This is equivalent to nearly half of the residential sector annual energy consumption. Russia’s residential sector EE potential translates into a CO2 emissions reduction of approximately 150 million tons per year. Achieving sector’s full energy efficiency potential would cost a total of $25-50 billion. Common spaces in residential buildings, in particular, account for as much as 50% of the energy savings potential in the sector. To date, however, little investment in residential energy efficiency has occurred in Russia. The key barriers to residential energy efficiency currently include: ∙ The concept of energy efficiency has limited acknowledgment in Russian legislation in general, and specifically in relation to capital repairs of residential buildings, building standards, mandatory energy efficiency monitoring etc. ∙ The current status of Home Owner Associations, their establishment and membership requirements; ∙ Housing Management companies and their capacity to make building level energy efficiency improvements. ∙ Lack of experience among local financial institutions in developing residential energy efficiency products targeted at home owner associations and housing management companies. The proposed Program provides an important and timely response at this early stage of the market development by proposing specific solutions to promoting residential energy efficiency in Russia. It will take on a programmatic approach and will focus on the following key objectives: 1. Develop legislation to enable local home owner associations and management companies to access finance for the purpose of improving energy efficiency at multifamily buildings. 2. Work with partner Russian banks to develop and market financially-viable residential energy efficient products. 3. Increase awareness about residential energy efficiency among key market stakeholders. Scope of the job: The Policy Advisor will be responsible for driving necessary research and analysis, design and advocacy of policies and regulations that will provide incentives for energy efficiency in residential housing sector and supporting relevant government agencies active in implementation of those policies in Russia. He/she will be directly involved in reviewing existing regulatory framework, proposing improvements, providing consultations to government officials, coordinating consultant’s activities as well as conducting functional analysis and research of key regulatory processes in Russia. Responsibilities: ∙ Analyze Russian and international experience in stimulating energy efficiency in residential buildings, including incentives for investments in the sector. ∙ Design recommendations to government for improvement of policies and regulations related to energy efficiency in residential buildings in Russia; ∙ Develop relevant materials to support advocacy efforts and advocate IFC recommendations; ∙ Work with the Program Manager and government officials to create final list of laws / by-laws / regulations / procedures that will be improved within the project; ∙ Develop concrete recommendations to improve the legal and regulatory framework for the items identified, aimed at stimulating demand for investments in residential energy efficiency; ∙ Maintain an up to date status and analysis of the energy efficiency regulatory framework in Russia, identifying the existing barriers and obstacles, specific to energy efficiency in the building sector; ∙ Develop and maintain direct relationships with government officials and key private sector stakeholders on policy/legal issues related to energy efficiency in buildings; ∙ Advise relevant agencies on implementation of energy efficiency policies in the built environment; ∙ Engage and direct external specialists for specific tasks, if needed; ∙ Coordinate activities with the World Bank, EBRD and other international development institutions in the area of energy efficiency policy work. ∙ Contribute to corporate knowledge base and share effective approaches with team members and other IFC units; ∙ Provide legal advice to the project team on other components of the project: ∙ Participate on workshops and trainings organized for Financial Institutions on residential EE finance, providing legal instruments for risk mitigation. ∙ Contribute to design of financing schemes for residential energy efficiency projects by identifying and mitigating legal risks. ∙ Perform other duties as required. Qualifications: ∙ Advanced degree in law, economics, or related field; ∙ At least five years of legal/policy experience; ∙ Knowledge of the existing policies and legislation related to energy efficiency in the built environment in Russia as well as knowledge of the best solutions in the EU countries; ∙ Understanding of housing legal and regulatory environment; ∙ Experience conducting analysis of policies, legislation and regulations; ∙ Experience in drafting normative documents; ∙ Results-oriented approach with demonstrated history of accomplishment; ∙ Strong analytical skills, ability to think strategically and rapidly analyze diverse information; ∙ Self starter with strong managerial, organizational, and problem-solving skills; ∙ Excellent presentation and facilitation skills; ∙ Strong sense of diplomacy; ∙ Fluency in Russian and English.
