There is approved the Statute on implementation of article 6 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change
The Statute,
approved by the Decree of the RF Government N 843 of October
28, 2009 (document is in Russian), has determined the procedure
for approval and examination of the way of projects implementation
providing in accordance with
article 6 of the Kyoto Protocol to the United Nations Framework
Convention on Climate Change, as well as the order to receive,
to transfer and to acquire of the units for reducing of greenhouse
gas emissions.
There are approved the Rules of direction of the proposition about participation in the procedure of capitalization increase by banks and making the decision about its satisfaction
By the Decree
of the RF Government N 853 of October 29, 2009 (document is
in Russian), it is approved the Rules of direction of
the proposition about participation in the procedure of capitalization
increase by banks and making the decision about satisfaction
(refusal in satisfaction) of the proposition of a bank about
participation in the procedure of capitalization increase and
the form of barter contract of banking preferred shares to the
federal loan bonds. The Rules have established the order for
direction of the proposition about participation in the procedure
of capitalization increase by banks and the requirements to
such banks. The RF Ministry of Finance shall conclude the barter
contract of banking preferred shares, placing by banks within
the frameworks of participation in the procedure of capitalization
increase, to the federal loan bonds up to December 31, 2010
inclusively.
There is determined the procedure for recall the license on making banking operations at ascertainment of essential falsity of reporting data
Pursuant
to the Direction of the Bank of Russia N 2293-U of September
17, 2009 (document is in Russian), the Bank of Russia has the
right to recall the license on making banking operations of
the credit institution not executed the injunction about elimination
of infringements during the period fixed by the Bank of Russia,
which were directed in accordance with ascertaining of the facts
of essential falsity of the credit institution' reporting data.
The Direction determines the facts considered as such infringements
and establishes documents confirming them.
The Direction
has been registered in the RF Ministry of Justice N 15134 of
October 27, 2009 and shall put into effect upon expiration
of 10 days since the day of its official publication in the
"News Bulletin of the Bank of Russia".
There are approved the model forms of contracts about transfer of the rights on united technologies
By the Decree
of the RF Government N 880 of October 31, 2009 (document is
in Russian), there are approved the forms of contracts about
alienation of the right on united technology, on making additional
works for consummation of united technology to the stage of
practice use with taking into account of interested person needs
and the licensing contract on granting of the right on united
technology use.
The has been approved the Statute on units of magnitudes admitted for application in the Russian Federation
By the Decree
of the RF Government N 879 of October 31, 2009 (document is
in Russian), it has been approved the Statute on units of magnitudes
admitted for application in the Russian Federation. In accordance
with the Statute, to application in the Russian Federation,
there are admitted base and derived units of the International
System of Units, as well as certain off-system units. Besides
the Statute establish names and symbols of units of magnitudes,
as well the rules of application and writing of them.
There are changed the rules of specification of information in fields of settlement documents for transfer of taxes, collections and other payments to the RF budget system
In accordance
with
article 2 of the Federal Act N 58-FZ "On amendments to
the Budget Code of the Russian Federation and certain legislative
acts of the Russian Federation" of April 9, 2009 (document
is in Russian) and in purposes of assurance of computerized
processing of information included in settlement documents by
bodies of the Federal Treasury and customs bodies, the Order
of the Ministry of Finance of Russia N 102n of October 1, 2009
(document is in Russian) has made the amendments to
the Order of the Ministry of Finance of Russia N 106n of November
24, 2004 (document is in Russian). In particular, in the
new wording there are given the Rules of specification of information
identifying payer and receiver of funds in settlement documents
for transfer of taxes, collections and other payments to the
RF budget system; the Rules of specification of information
identifying payment in settlement documents for transfer of
customs and other payments received from foreign trade activity;
the Rules of specification of information identifying person
or body drawn up settlement document for transfer of taxes,
collections and other payments to the RF budget system. So there
is mentioned specially that transfer of payments to the RF budget
system on accounts opened by bodies of the Federal Treasury
in subdivisions of calculation network of the Bank of Russia
on the balance account N 40314 "Customs and other payments
received from foreign trade activity", during the period
before April 1, 2010, shall be provided by means of settlement
documents filled without taking into account of made amendments.
The Order has been registered in the Ministry of Justice
of the Russian Federation N 15185 of November 6, 2009.
