Autocredits become more accessible

By the Decree of the Government of the Russian Federation N 548 of 7 July 2009 (document is in Russian) , amendments have been made to the Decree of the Government of the Russian Federation N 244 "On approval of Rules of granting in 2009 of subsidies to Russian credit institutions, from the federal budget, for reimbursement of revenues under credits given by Russian credit institutions in 2009 to natural persons for acquisition of light vehicles" of 19 March 2009 (document is in Russian) . In particular, the size is fixed of budget appropriations for granting subsidies for 2010-2012, an d the right for the subsidies is also granted to credit institutions whose internal capital as of 1 April 2009 is not less than 70 mlrd rubles.

Now subsidies shall be provided for credits for up to 3 years for purchase of a car under 600 thousand rubles, whose total mass does not exceed 3.5 tons, if the natural person have made a prepayment of not less than 15%. It should be noted that before subsidies were granted for credits up to 31 December 2011 for purchase of only light cars under 300 thousand rubles with 30% prepayment.

Plenary Meeting of the Supreme Court of Arbitration of RF approved judges as members of presidiums of courts of arbitration of subjects of the Russian Federation and arbitration court of appeal

Plenary Meeting of the Supreme Court of Arbitration of RF, on the basis of subclauses 8, 8_1 of clause 1 of article 13, articles 33_4, 37 of the Federal Constitutional Law "On courts of arbitration in the Russian Federation" (document is in Russian) approved:

- by decree N 47 of 25 June 2009 (document is in Russian) - members of the presidium of the Court of Arbitration of Perm kraj;

  - by decree N 48 of 25 June 2009 (document is in Russian) - members of the presidium of the Eleventh Arbitration Court of Appeal;

- by decree N 49 of 25 June 2009 (document is in Russian) - members of the presidium of the Court of Arbitration of Khanty-Mansyisky autonomous region - Yugra.

By the Decree N 46 of 25 June 2009 (document is in Russian) , the Plenary Meeting of the Supreme Court of Arbitration, on the basis of subclause 5 of clause 1 of article 13, clause 3 of article 19 of the Federal Constitutional Law " On courts of arbitration in the Russian Federation" (document is in Russian) approved judges of the Supreme Court of Arbitration as chairmen of court staff.

Plenary Meeting of the Supreme Court of RF made amendments to the decree of the Plenary Meeting of the Supreme Court of RF “On application of norms of Criminal-Procedural Code of the Russian Federation regulating proceedings in courts of appeal”

Paragraph one of clause 14 of the Plenary Meeting of the Supreme Court of RF N 28 "On application of norms of Criminal-Procedural Code of the Russian Federation regulating proceedings in courts of appeal" of 23 December 2008 (document is in Russian) has been excluded by the Decree of the Plenary Meeting of the Supreme Court of RF N 12 of 30 June 2009 (document is in Russian).

Supreme Court of RF recognized paragraph 2 of clause 1 of the Method of presentation of registries approved by the order of the Federal Service for labour and employment N 280 of 28 December 2007 as invalid

By the decision of the Supreme Court of RF N GKPI09-451 of 21 April 2009 (document is in Russian) , paragraph 2 of clause 1 of the Method of presentation of registries of recipients of a monthly monetary compensation fore the damage inflicted on health of citizens as a result of radiation effect of Chernobyl APS or performance of works on liquidation of consequences thereof, in 2008, approved by the order of the Federal service for labour and employment N 280 of 28 December 2007 (document is in Russian) is recognized as invalid in the part making it possible to make appendices NN 4- 6 dependant of financing of payment for execution of judgements under court suits of citizens exposed to radiation. The decision may be protested against in the Court of Appeal of the Supreme Court of RF within 10 days from the date of final making by the court.

Supreme Court of RF recognized par.2 of cl.3 of the Rules of calculation of the length of service giving the right for monthly addition to pension to members of flying crews of civil aviation, approved by the decree of the Government of RF N 155

By the decision of the Supreme Court of RF N GKPI09-440 of 29 April 2009 (document is in Russian) , paragraph 2 of clause 3 of the Rules of calculation of the length of service giving the right for monthly addition to pension to members of flying crews of civil aviation, in accordance with the Federal Act "On additional social security of members of flying crews of civil aviation", approved by the decree of the Government of RF N 155 of 14.03.2009 (document is in Russian) is recognized as invalid in the part admitting deprivation of citizens of the Russian Federation residing beyond the Russian Federation of the right to a monthly addition to pension for members of flying crews of civil aviation in accordance with the Federal Act "On additional social security of members of flying crews of civil aviation" (document is in Russian) . The decision may be protested against to the Court of Appeal within 10 days after the judgement has finally been made by the court.
