Since the Luxembourg DRM noise is now switched off in our evening period on
both 5990 and 6095, we are able to hear some real radio signals on these and
adjacent frequencies once again. On July 4 I heard what is assumed to be
Radio Ethiopia with some nice Horn of Africa music at 1900 (thanks to a tip
from Martien Groot). 5995 had BBC news in English via Oman. There was no
trace of Radio Congo 5985 at this time or later at 2200 (as also mentioned
by Martien).

However, at 2155 I heard a loud signal in Brazilian Portuguese (S9+15dB) on
5990. I assume it was a debate from the Senate, and background murmour from
many voices was also audible. The man doing most of the talking often
mentioned the word "Senado", perhaps unwittingly identifying the station. At
2200 the talking was faded and an announcer introduced the programme "A Voz
do Brasil" (not heard by yours truly for a looooong time). And I didn't hear
it for long this time tonight, as the transmitter dropped off air at 2203.
It will be interesting to find out what time this one fades in. On 5995
meanwhile was Mali, also with a good signal in an unknown language and
parallel 4835.35 (or thereabouts) with a strong het from a 'open' carrier on
4835.

At around 2210 I noticed that the BR DRM was off air on 6085, but there was
a unknown buzzing noise using USB only on this frequency - using LSB there
was no buzz or signal audible. 6080 was Belarus // 6115 while 6090 had
Chinese (probably CNR-2 via Ge'ermu) and also a lady with an American
accent, who sounded like Melissa of the Dr.GS network via Anguilla. And on
6100 there was a talk in the Spanish language - I assume via RCI Sackville.

As a former staff member of the English News Department at Israel Radio, I am not in the least surprised at recent media reports that the English-language radio and television news operations might be closed down. Nobody outside our department has ever been in the least bit interested in this very important operation on behalf of the State of Israel. Cabinet ministers, Knesset members, public figures and senior executives of the Israel Broadcasting Authority (IBA) itself were all equally indifferent.

In view of the fact that these illustrious people naturally listened to (and viewed) the news in Hebrew - and were always very anxious about how they were portrayed there - they virtually ignored the English broadcasts. The director of English news and his staff carried out their work with a clear sense of mission, but with next to no encouragement from above.

In vain did we try to impress upon our superiors that the diplomatic corps, the neighboring Arab nations, the large foreign media contingent and listeners in the United States, Britain, South Africa, Australia and other locations around the world tuned in to every broadcast. We pointed out that the dissemination of intelligent, objective and credible news about Israel was a vital element of the nation's information effort. They could not have cared less. The same politicians and public figures, who sniveled
and whined about the "lack of effective Israeli public relations, hasbara," were willfully ignorant of our highly competent operation. As they didn't listen to us - and consequently didn't hear about themselves in our broadcasts - they remained apathetic and uninterested.

Guyana may not be ready for end to radio monopoly - Prime Minister

Prime Minister Samuel Hinds yesterday questioned Guyana's readiness for a liberalized radio broadcast sector, a move President Bharrat Jagdeo had promised during the 2006 elections campaign.

Leaving the question unanswered, Hinds, who was performing the duties of President, cited the example of the United Kingdom, which, according to him, took some 53 years to de-monopolize radio.

He was addressing participants of a three-day workshop for broadcast workers organized by the Clerical and Commercial Workers Union (CCWU) with support from the Union Network Inter-national (UNI) which caters to special concerns of unions and similar association whose members engage in mass media, entertainment and the arts.

Hinds was tasked with delivering the keynote address on the current situation and future prospects of public and private broadcasting in Guyana.

After outlining the growth and development of radio and television in Guyana, Hinds said government had focused attention on opening up the radio-broadcasting sector from the time it came into office.

He noted that there had been some 40 applications from several individuals interested in starting community radio stations. This signalled the need for broadcast legislation, he said.

He alluded to efforts, which have been made in this direction, all of which have struggled fruitlessly.

"We are still in a position of a radio monopoly and as a nation we have not resolved the issue," Hinds noted to the audience, which included media workers from some Caribbean countries.

He later told reporters that the issue of broadcast legislation was a sensitive topic and one on which the government has been unable to gain consensus in the nation. However, he said it was a process in which every citizen could be involved.

It was pointed out to Hinds that these issues had been raised with stakeholders in the process and he was asked why there was still no consensus on the matter.

"The process is not complete," he responded adding that the government was now in a position where it could go ahead and enact a law, which while it might not get the full support of the opposition might not attract major objections.

Hinds said he hoped such a move could be made within a year and the previous draft broadcast legislation would be used along with laws that obtained in other countries.

He said there were still concerns that opening up the monopoly might create polarization similar to what obtained with some television stations in the past.

with Chinese Radar Qrm, rather ironic that they are jamming themselves !!
6961 S3 and finally 6969, so heard every 8khz from 6905 to 6969khz,
with the fundamental under Qrm. Heard June 29 1355z.
Not heard this before, sounded rather strange !!!, been looking for Chad
L/path, as WB has heard in Europe, but nothing heard, L/path Africans
on 41 Metres have been poor this year, Chad is leaving PBS Yunnan in

Spurs v15185.26 / v15304.89 VoKOR, nominal 15245 kHz.
I guess I solved the puzzle on the mysterious signals of Voice of Korea
near v15185.26 / v15304.89 which observed in past week. The latter v15305
spur seems a little bit stronger signal level.

I discussed that matter with the 'Korean expert' Arnulf Piontek this week.

And today I checked that 19 mb range on three rxs again - Lextronix E1
Radio, AOR 7030, Kenwood R-1000 -, and heard VoKOR in English on v15185.26 /
v15304.89 at 1300 UT again.

So, the conclusion made on June 28 / July 1st was wrong. The NoAM sce at 28
degrees via NoWeCanada at 1300-1750 is still on usual channels 9335 and
11710 kHz. 9335 is very weak in Europe and suffers by 9335 IBB VOA Kuwait in
Pashto/Dari at 1430-1830 UT.

Both v15185.26 / v15304.89 are spurious outlets of scheduled v15245 kHz,
which is 1300-1950 UT towards Europe. (and \\ 13760).

Spur center frequencies vary during the broadcast between 58.90/59.84 kHz on
the upper side, and 59.74/60.76 kHz on the lower side.

Schedule 1300 En, 1400 Fr, 1500 En, 1600 Fr, 1700 Korean, 1800 En, 1900 Sp,

Checking Wolfgang Buschel`s report of VOK on new 15185v to NAm:
July 3 at 1345 I could hear no carrier around that frequency, only RHC on 15190
and something on 15180. VOK was poorly audible on 11710 and still on // 9335 in
English; meanwhile, China was strong as usual on jamming frequencies 15265 and
15285 plus Firedrake on 13970; also at 1419 in French, VOK audible on 9335 //
11710, but now there was at least a carrier from something on 15185.

Wolfgang Buschel meanwhile had figured out that 15185v is axually a spur from
VOK 15245v to Europe, along with 15305v, and 9335 remains on the air (Glenn Hauser, OK, USA - dxldyg 04/07/2007)

Hello Wolfgang,

these ones are US Army Aviation stations,

TC1 - looks incomplete for TC1111, which is reported to be
the C company of 1st Battalion, 111th Aviation Regiment
("C/1-111 Aviation")

TC2Z3 - believed to be the C Company, 2nd Battalion,
3rd Aviation Regiment ("C/2-3 Aviation")

I hope my "ideas" are correct, I asked some times on the list
if my "format-interpretation" of these Txxxx idents are correct,
but so far no reactions.

Курган
2 июля состоялась церемония запуска в опытную эксплуатацию первой очереди
сети цифрового эфирного телевидения в Курганской области. 51% жителей
региона получили возможность смотреть 18 эфирных телеканалов высокого
цифрового качества.

Как сообщает корреспондент экспертного канала <УралПолит.Ru> в Кургане, в
церемонии в здании курганского филиала ООО <Уралсвязьинформ> приняли участие
генеральный директор ООО <Уралсвязьинформ> Анатолий Уфимкин и губернатор
Курганской области Олег Богомолов, который нажатием клавиши компьютера дал
команду на включение передатчиков.

Одновременно был устроен телемост с главами администраций приграничных с
Казахстаном Петуховского и Звериноголовского районов Александром Ивановым и
Игорем Мининым. Они заявили, что новая технология ТВ уже вызвала большой
интерес сельчан. Они отметили и тот факт, что новая телесеть поможет
наладить областное телевещание, чтобы жители всех районов знали о событиях
региона.

Глава Зауралья особо отметил важность создания сети цифрового эфирного
телевидения в приграничной Курганской области. Сложнее всего обстоит
ситуация с эфирным телевещанием в южных районах области, вблизи границы с
Казахстаном. Аналоговые передатчики обеспечивают там трансляцию только двух
каналов, кроме того, из-за небольшой мощности качество сигнала оставляет
желать лучшего.

С появлением цифрового телевидения, которое Олег Богомолов назвал началом
новой эры телевидения для региона и обеспечением законного права граждан на
выбор телесигнала, количество транслируемых каналов возросло до 18, причем
на самом высоком качественном уровне. Таким образом, цифровое телевидение
обеспечит надежное включение зауральцев в единое информационное пространство
России, окажет влияние на качество жизни населения, неотъемлемой частью
которой является телевидение.

Первая очередь цифрового эфирного телевидения в Курганской области охватила
Курган и восемь районов: Кетовский, Притобольный, Звериноголовский,
Лебяжьевский, Макушинский, Петуховский, Шумихинский и Юргамышский. Всего на
этой территории проживает 51% населения области. На втором этапе (в
2008-2009 годах) планируется установить передатчики в остальных городах и
райцентрах Зауралья и довести охват населения до 100%.

Развитие сети цифрового эфирного телевидения (ЦЭТВ) в Зауралье
осуществляется в соответствии с Соглашением о намерениях, подписанном
губернатором Курганской области и министром информационных технологий и
связи Леонидом Рейманом 19 октября 2006 года. В документе стороны
договорились о совместных действиях по развитию ЦЭТВ, в частности, по
<обеспечению социальной потребности населения в информационных услугах путем
расширения сети цифрового телерадиовещания, формированию единого
информационного пространства и развитию средств массовой информации
Курганской области>. Создание сети ЦЭТВ в Курганской области в настоящее
время ведется за счет внебюджетных инвестиций.

Как заявил на пресс-конференции Анатолий Уфимкин, созданием сети цифрового
эфирного телевидения в Курганской области на основании соответствующей
лицензии занимается ООО <Юнител-С> в тесном сотрудничестве с ОАО
<Уралсвязьинформ>. Курганская область стала четвертым регионом УрФО, где
вводят цифровое ТВ (после Челябинской, Свердловской областей и ХМАО).

<Юнител-С> выступает главным инвестором создания сети ЦЭТВ и поставщиком
услуг. Уралсвязьинформ в рамках соглашения о сотрудничестве с ООО <Юнител-С>
предоставил последнему необходимые технические ресурсы и инфраструктуру.
Кроме того, Уралсвязьинформ будет оказывать содействие в организации
обслуживания абонентов. Головная станция проекта развития сетей ЦЭТВ в пяти
регионах Урала располагается в Челябинске. Оттуда <приземленный> со спутника
телевизионный сигнал по мультисервисной сети ОАО <Уралсвязьинформ>
доставляется в регионы и к местам установки передатчиков. Сами передатчики и
антенны в основном располагаются на антеннах и мачтах, построенных ОАО
<Уралсвязьинформ> для оказания услуг сотовой связи. В каждом районе стоят по
2 передатчика мощностью 1 КВт радиусом действия 30 км.

Сеть цифрового эфирного телевидения в Курганской области использует
европейский стандарт DVB-T (Digital Video Broadcasting-Terrestrial),
выбранный в качестве базового для России. Телевизионный сигнал в сети ЦЭТВ
передается в зашифрованном виде. Для того чтобы принимать сигнал цифрового
телевидения на обычный аналоговый телевизор, необходима специальная
приставка (цифровой ресивер). Цена ее установки около 2,5 тыс. руб., а шесть
обязательных программ (в том числе федеральные 1 канал, РТР, НТВ, СТС и ряд
других обойдутся абонентам в 30 рублей в месяц. Такие приставки уже
появились в продаже в Курганской области (производства компании General
Satellite), в ближайшее время планируется расширить, сеть сбыта. В
магазинах-участниках программы при приобретении приставки можно будет
одновременно заключить договор с ОOO <Юнител-С> на оказание услуг связи для
целей эфирного вещания.

Как заявил Олег Богомолов, он уже дал поручение предусмотреть в бюджете
области суммы для субсидирования установки таких приставок для инвалидов и
ветеранов войны, других льготных категорий граждан на 6 <социальных>
телепрограмм.

Отвечая на вопрос <УралПолит.Ru> о перспективах областного телевидения,
губернатор сообщил, что уверен, что уже с 1 января 2008 года с помощью я
челябинской студии Уралсвязьинформа передачи Курганской ГТРК и телекомпании
<Регион-45> смогут смотреть жители области.

До 1 сентября 2007 года сеть цифрового эфирного телевидения в Курганской
области будет находиться в опытной эксплуатации, поэтому услуги связи для
целей эфирного вещания будут оказываться бесплатно. В дальнейшем
предполагается внедрить не менее двух тарифных планов в зависимости от
количества заказанных абонентом каналов. Оплачивать услуги связи для целей
эфирного вещания, предоставляемые ООО <Юнител-С>, можно будет в привычных
пунктах услуг ОАО <Уралсвязьинформ> (Utel).

Radio Horyaal, which was off air for a bout a year, today resumed its work. The
station, which is also available via satellite, is the only radio station that
is heard throughout Somaliland. Most of the programmes aired by the radio are
debates on the work done by the Somaliland government and its weaknesses, that
which has led to the accusation that the station supports, or airs the opinion
of the opposition.

The country requires a station that can be heard in every corner. However,
Radio Horyaal is expected to give a balanced news to its Somaliland listeners.

Hadhwanaag website is encouraging the government to respect the independence of
the media and to allow the different views of the Somaliland people heard
equally. The website congratulates Horyaal, and wishes success in the hard task
that lie ahead which it's doing for the nation. The website said that it is
sure Horyaal will air balanced reports that are in the interest of the
Somaliland people.
