The amendments have been made to the Instruction about the procedure for completion of the cargo customs declaration
In the purposes
of improvement of the procedure for declaring of goods transferring
through the customs boarder of the Russian Federation, on the
grounds of
articles 63 and
124 of the Customs Code of the Russian Federation (document
is in Russian), by
the Order of the Federal Customs Service of Russia N 172 of
February 3, 2010 (document is in Russian), the amendments
have been putted to
the Instruction (document is in Russian), in particular
pursuant to which, the words "Customs Tariff of the Russian
Federation" have been changed with the words "United
Customs Tariff of the Customs Union", and the words "
TN VED of Russia" - to the words "TN VED TS".
Besides, the amendments have been putted to general provisions
referring to completion of the cargo customs declaration. So,
it is established that declarant has the right to declare information
about goods included to one goods item in several cargo customs
declarations to the same customs body, except the case when
goods included to one goods item, by virtue of the Basic interpretation
rule 2a of
the Commodity Nomenclature of the Customs Union Foreign Trade
Activity (TN VED TS), are considered as components of a
good given as ungathered or disassembled, and classified in
the TN VED TS item corresponding to complete or finished good.
So, the rules of completion of column 36 "Preference"
and column 46 "Statistic cost" are given in the new
wording.
This Order shall putt into effect upon expiration
of 90 days since the day of its official publication.
