The amendments state the liability of the authority
conducting the state registration of rights to notify the executive
authority of the Russian Federation on the territory of which
the construction of the apartment building and (or) other property
is carried out and which is authorized to control and supervise
the shared construction of apartment buildings and (or) other
object of real estate about of state registration of the contract
of a shared construction, signed by the developer with the first
party of the shared construction within five working days from
the date of registration.
The amendments also determine liability of the party whose activity
is connected with attraction of funds of individuals and legal
entities for the construction of (a) of apartment buildings
and (or) other properties. The liability includes failure in
submitting information and (or) documents required for the implementation
of monitoring and surveillance in due term to the authority
that controls and supervises the shared construction of apartment
buildings and (or) other object of real estate.
The list of such documents is established
by public authorities of the Russian Federation.
The liability also includes failure
to provide information and (or) documents of complete scope
or providing unauthentic information.
The changes exempt services of the developer from
taxation based on the contract of a joint construction and regulate
the use of the funds of the developer paid by participants in
the shared construction according to the contract.
Federal Law N 119-FZ from 17 June 2010 comes into force
from the day of its official publication, except for the
article 4 of the Act, which shall take effect one month
after its official publication, and no earlier than the first
(1(st)) day of the next taxation period for the value added
tax.

Rates of export customs duties are established on certain types of timber exported outside the States - participants of the Agreements of the Customs Union
The Decree of Russian Federation N 442 dated 16 June 2010
(document is in Russian) sets the export rate of the customs
duties on raw timber, timber treated with paint, etchant, creosote
or other preservatives and others (code
4403 10 000 9 (document is in Russian)) in amount equal
to 25 percent of customs value of the goods, but not less than
15 euros per 1 cubic meter.
The decree comes into force on the expiry of 1 month from
the date of its official publication (published in "Rossiyskaya
Gazeta", N 133, June 21, 2010).
